Cohort 3 fellows experienced an exclusive behind-the-scenes tour of the National Assembly Complex, gaining intimate knowledge of Nigeria’s legislative infrastructure.

Tour Highlights

The House of Representatives Chamber

Fellows entered the iconic green chamber where 360 members conduct the nation’s business. The Clerk explained:

  • The seating arrangement and its significance
  • The electronic voting system
  • The protocol for session openings
  • The role of the mace as symbol of authority

The Senate Chamber

In the red chamber, fellows learned about:

  • The constitutional role of the Senate
  • The confirmation process for appointments
  • The relationship between the two chambers
  • The conference committee process for reconciling bills

Committee Rooms

The tour included visits to:

  • Committee hearing rooms where testimony is gathered
  • Mark-up rooms where bills are line-edited
  • Caucus rooms for party and interest-group meetings

The National Assembly Library

A highlight for many fellows was the legislative library, containing:

  • Records dating back to the First Republic
  • Hansards (verbatim transcripts) of all sessions
  • Legal and policy research resources
  • Archives of defeated and enacted legislation

The Director of Legislative Services demonstrated how to research legislative history—a critical skill for effective lawmaking.

Staff Briefings

Throughout the tour, fellows engaged with:

  • Committee Clerks who manage legislative workflow
  • Legislative aides who support member offices
  • Research staff who provide policy analysis
  • Press gallery staff who cover proceedings

Following the visit, fellows completed a reflection assignment analyzing how the physical infrastructure of governance shapes the legislative process—a subtle but important factor in effective lawmaking.
