The Legislative Simulation Exercise is the flagship experiential learning component of the LMI Fellowship. Cohort 3 fellows spent a full day in the National Assembly chambers, experiencing the legislative process firsthand.

Simulation Structure

Morning Session: Committee Work

Fellows were divided into four committees:

  • Health & Human Services
  • Education & Technology
  • Agriculture & Rural Development
  • Constitutional Reform

Each committee reviewed mock bills, heard from stakeholders (played by senior fellows), and marked up legislation.

Afternoon Session: Plenary Debate

Committee chairs presented their bills to the full chamber. Fellows debated:

  • A bill on universal healthcare coverage
  • Legislation for digital rights and data protection
  • Agricultural subsidy reform
  • Constitutional amendment procedures

Distinguished Visitors

Rt. Hon. Femi Gbajabiamila observed the proceedings and offered feedback:

“What you’re experiencing today is the essence of democratic governance. The ability to disagree respectfully, to build consensus, and to translate ideas into law—these are skills Nigeria desperately needs.”

Hon. Aminu Tambuwal shared insights from his time as Speaker:

“Legislative leadership requires both principle and pragmatism. You must know when to stand firm and when to compromise.”

Outcomes

  • 4 mock bills drafted and debated
  • 12 fellows served as committee chairs
  • 3 real policy ideas emerged for alumni implementation
  • 100% participation in voting procedures

The simulation is designed to build both technical skills and the confidence that fellows need to pursue legislative careers.
